Now that the All India Congress Committee is meeting in its Plenary Session at Bangalore, it would only be fair to track down the march of over 30 percent of the depressed, deprived and the downtrodden, commonly known as the Scheduled Castes and Scheduled Tribes, towards a life with dignity and social, economic and political justice. Jawaharlal Nehru was the architect of independent
India's foreign policy and diplomacy. The broad
contours of the frame-work erected by Nehru have
largely remained intact. Even non-Congress
governments have not attempted to make
fundamental alterations in our foreign policy. The
Nehruvian mould has by and large survived the
diplomatic tempests and vicissitudes of the past
53 years.
Having said that, one must admit that the India of
1947 is not the India of 2001. This is even more

It has been predicted that the first decade of the
21st Century will witness the emergence of an
oriental country as a super power. Every patriotic
heart in this country desires that India be the country
to attain that distinction. And it is the youth of India
that have to be the torch bearers to lead the nation
towards the fulfillment of this desire, for it is the
young who have the inherent attributes - sincerity,
motivation, commitment, integrity, energy and
drive - that are so essential for building a strong
and prosperous nation. What they require, however,
is the proper channelisation of their vast potential
into constructive endeavor. This needs to be
supplemented and buttressed by the honest,
disinterested advice and guidance of their elders
drawn from their wisdom and experience. It is a

offen remained unutilized or misutilised by
unscrupulous or self-seeking elements in our

Laboratories were set up and agricultural universities

Aqriculturol scientists evolved new high yielding
varieties of various crops and introduced improved
