Blueprint fora sound fiscal policy

M. Veerappa Moily Chairman, Karnataka Tax Reforms Commission India has faced an upward trend in her consolidated (Centre and states combined) fiscal deficit in terms of GDP in recent years. Her public debt has accumulated to almost 60 percent of GDP. A Pyramid with a Strong Foundation

I recall the day in my childhood when I porticipoted in the Independence day celebrations on August 15, 1947. I can clearly remember the incident even today. As a child, it was my greatest experience.

What followed in the next few years has been a thread weaving my life every moment since then. My association with the Indian National Congress dates back to the time when my parents were fully involved in the election campaign in the year 1952.  read more »

The BALCO Affair, A Saga of Deceit and Shame

Many dimensions of infrastructure development

ln the first four decodes since independence, India pursued a strategy of trying to achieve relatively uniform growth, with reasonable depth, across all sectors of the economy. Further, because of various socio-economic considerations, the tariff and pricing policies for public goods and services did not allow for adequate cost recovery, resulting in uneconomic returns from users.

As a result of the huge economic and administrative costs, government finances have been severely strained, resulting in unsustainable borrowings and unmanageable levels of fiscal deficits in the budgets both at the Centre and across all states. Given the paucity of resources, investment in high quality, reliable infrastructure services continued to be inadequate and became a major drag on India's economic growth.  read more »
